Press the brake pedal hard with the engine off at least 5 times, then without releasing the pedal, start the engine. The pedal should noticeably go down.
Otherwise, pull out the brake booster vacuum hose. Start the engine. Check with your finger if a vacuum is created.
If a vacuum is not created, check the hose, replace if necessary, tighten all clamps.
If vacuum is created measure the pressure, otherwise replace the brake booster (is done in the workshop).
Caution: Always replace the vacuum line check valve when doing this, as gasoline vapors penetrating through a defective check valve can damage the brake booster diaphragm.
