If the starter does not turn, first check if there is a pin on terminal 50 of the traction relay (control wire, black-red) the voltage required to pull in the relay is at least 8 V. If the voltage is lower, check the wires related to the starter according to the diagram. Next, you should check the operation of the traction relay at normal battery voltage.
Do not include gears, ignition is on.

If at the same time the starter seizes normally, then the cause of the defect is in the wiring to the starter. If the starter does not seize, then it must be removed and checked.
