If the lever does not react at all to the tension of the drive cables or does not return to its original position under the action of the spring, then the caliper must be replaced. However, to begin with, you can try to generously lubricate the pivot point of the lever and the area around it with penetrating lubricant and develop a lever (repeatedly raising and lowering the parking brake lever, but the likelihood of returning to working capacity is extremely small.
Recommendation. To prevent such problems, make it a rule to periodically use the parking brake.
