However, to begin with, you can try to generously lubricate the lever's rolling axis and the area around it with penetrating lubricant and develop the lever by repeatedly raising and lowering the parking brake system drive lever, but the likelihood of returning to working order is extremely low.
Recommendation: To prevent such problems, make it a rule to periodically use the parking brake.
